Use a subsearch with `format` to ensure the output is correct: `index=web [| inputlookup users | where subscription="premium" | fields user_id | format]` because without `format`, the subsearch output is unusable.

Use a subsearch: `index=web [| inputlookup users | where subscription="premium" | fields user_id]` because it is the only way to filter by lookup values.
